Pheby was born in 1785. She was the daughter of Enoch Osborne and Jane Hash. She passed away in 1863. [1]
Wikitree shows that Pheby's sister Lydia Osborne Cox was born one month after Pheby. I cannot find a source for this information. The Find-a-Grave photo of the gravestone for Lydia does not show a birthdate.
