Luther was born about 1919.

In the 1920 census Luthur (age 1) was the son of Christopher Oliver in Montgomery, Alabama, United States.^[1]

In the 1930 census Luther (age 10) was an adopted son living in the household of his brother, Ernest Oliver, in Election Precinct 8 Dooley, Montgomery, Alabama, United States.^[2]

Luther married Helen Barganier on 29 October 1942 in Election Precinct 29 Alabama City, Etowah, Alabama, United States.^[3][4][5]

Luther enlisted in the U.S. Army on 3 November 1942 in Ft Benning, Georgia, United States.^[6][7] He trained as a Tuskegee Airman and served in World War II, achieving the rank of 2nd Lieutenant. Following his service in the Army, Luther returned to Montgomery, Alabama.

In the 1950 census Luther (age 31), Auto Mechanic, was the married head of household in Montgomery, Montgomery, Alabama, United States.^[8]

Luther graduated from Alabama State University. In 1975, he was elected to Montgomery City Council and served two terms as representative for District 5. He was a strong advocate for African-American rights and issues all of his life.

Luther died (age 74) in May 1993 residing in Montgomery, Alabama.^{[9][10][11][12][13]} He was buried in Montgomery, Montgomery, Alabama, United States.^[14]
