He married a second time, to widow Jemima Temple nee Knowles, on 29th September 1864 at Simla, Bengal.[3] She passed away the following year.
A third marriage was to Alice Sandys, daughter of Teignmouth Sandys of the Bengal Civil Service, on 1st March 1870 at Bhaugulpore, Bengal.[4] They had two sons and a daughter.

In 1883 Norman was appointed Governor of Jamaica. After six years, he was appointed seventh Governor of Queensland, Australia, succeeding Sir Anthony Musgrave who had died at the post. In 1893, he became Viceroy for India, for 4 days, before declining the post. In 1896, he was especially appointed as a commissioner to enquire into the conditions and prospects of the West India sugar-growing colonies. In 1901, he became governor of the Royal Hospital, Chelsea. Having been promoted to Field Marshal on 26th June 1902, he was appointed as a commissioner to inquire into the military preparations for the Second Boer War in September 1902.
