WILLIAM MANSFIELD MELUGIN. born 12 July 1907, Adair, Indian Territory (Oklahoma) i. married 20 October 1927 at Modesto, Stanisclaus County, Californ~. Removed to Pryor, Oklahoma. He was a pioneer in the idea of. rural electrification and served more than twenty years on the. board of directors for Northeast Oklahoma Electric Cooperative,. and represented the board on the larger four state cooperative. board. He worked many years for the Soil Conservation Depart-. ment and Agriculatural Adjustment Association. Since retirement. from public works, he has been operating his own business of. lime and phosphate spreading. Active member of the Baptist Church,. local school board, election board, and as Democratic Committee. man at various times. (Bible).
