Takehisa Matsudaira was born in Seattle, Washington on November 26, 1922, one of the fourteen children of Thomas Tokuhisa Matsudaira and Theresa Hotoru Umeda. Around 1928, he, along with his mother and his younger brother Yoshihisa (Michael), was sent to live with his Matsudaira relatives, which included his paternal grandfather, Kumakichi, in Kanazawa, Japan; his Japanese name was Matsudaira Takehisa (松平 武久). Upon returning to Seattle with his younger brother on the Hiye Maru on November 24, 1935, having left Yokohama on November 12, he attended Maryknoll School and then O'Dea High School in Seattle.

Sometime after 1935, he adopted the name "John" before the 1940 United States Census, as he was living with his parents and siblings in Seattle under that name during that time. Following the entry of the United States into World War II, John, along with the rest of his Japanese American family, was forcibly removed to Puyallup Assembly Center and then incarcerated at Minidoka War Relocation Center near Hunt, Idaho. While imprisoned, he volunteered to serve in the 442nd Infantry Regiment on June 12, 1943, and was wounded in action in Italy in 1944, recovering after two and a half years.

Upon returning to Seattle in 1947, John went to the Burnley Art School, working in Social Realism. For several years, he gained some notice by the people of Seattle by entering his pieces in exhibitions. He is sometimes considered as a member of the Northwest School of artists.

John married Lillian Inouye on September 8, 1951. They had four surviving children, three sons and a daughter. From the 1950s to the 1980s, John worked as a draftsman at Boeing. This was shown in 1955 when he resided in Seattle between the birth of his middle son and his younger son.

John died in Seattle at the age of 84 on January 20, 2007. His funeral mass was celebrated at St. Paul's Catholic Church, and his body was interred at Holyrood Catholic Cemetery on February 3.
