James Perry Locke was born on 14 or 15 May 1834 in Italy, Yates County, New York. ^{[1] [2]} His parents were Moses Locke and Abigail Skinner. ^[1]

He appeared in the 1850 US Census in Parma, Monroe County, New York. ^[3] He was living with his mother and his sister Harriet. ^[3]

He married Maria. ^[4] They had the following children:
