Francis Lightfoot Lee was born 18 January 1782 to Richard Henry Lee and Ann Gaskins in Westmoreland, Virginia, United States.
He was a Harvard graduate and was a lawyer by profession.
Francis married first, Elizabeth Fitzgerald on 7 April 1807[1], who died before 1810 and second Jane Fitzgerald, Elizabeth's sister, on 9 Feb 1810, both daughters of Col. John Fitzgerald and Jane Digges.
In 1811 he purchased the estate Sully in Fairfax County, Virginia from his second cousin Richard Bland Lee. Jane died on 25 Jul 1816, shortly after the birth on their fifth child. Their children were:

Francis spent the rest of his life in shelters for the mentally ill, mostly in Pennsylvania. He was brought back to Virginia in 1849 at age 67, a calm, child-like person who enjoyed being well-dressed. He died at an asylum near Alexandria in 1850.[2]

In 1811, Francis Lightfoot Lee, son of Richard Henry, had purchased Sully from the near-bankrupt Richard. Young Frank was well-off financially, having been his Uncle Arthur Lee's chief beneficiary. Frank had not inherited a strong mental constitution and suffered from melancholia as a young man. Even so, after Tommy Shippen's death, Frank was considered by many to be the Lee clan's brightest prospect. But then came blows which broke him - the deaths inrapid succession of his two wives, who were sisters. In 1819 he began a rapid descent into gentle, but hopeless insanity. There had been time for him to arrange for other Lee family members to care for his ffive children and for Sully. These arrangements failed. While the kinsmen he named as trustees doubtless acted with kind intention, their negligence nearly ruined Frank's resources, so that Sully had to be given up. Note Like Ann Carter Lee, Frank left a son bound for fame. This was Samuel Phillips Lee, whom Frank had named after one of his school masters. Phillips Lee made a brilliant marriage to the daughter of Francis P. Blair, a powerful figure in the Jacksonian movement. He then became one of the North's most courageous naval officers during the Civil War. - Ibid.
