Biography
Hugh was born about 1830 in Kentucky. He was the son of Jacob LaRue and Sarah McElroy. His family moved to Lewis Co, Missouri around 1839, after which Hugh proceeded to California in 1849. A California state pioneer, he was Sheriff of Sacramento county 1873-74, and member of the 2nd California Constitutional Convention in 1879. He served on the University of California Board of Regents 1879-1880 and 1882. He was President of the California State Agricultural Association in 1879-1880 and 1882, and later organized its pavilion at the World Columbian Exposition in Chicago in 1893. He was a California State Legislator in 1883-84. He was the Northern California State Railroad Commissioner 1891-95. He passed away in 1906.
