Woolf was born March 18, 1891 in Kremenets, Kremenets, Volyn Guberniya, Poland, then part of the Russian Empire[1] (see Research Notes). His parents were Leib Kweitman and Reisel (Dobrovensky) Kweitman.

Woolf was 5' 6" tall, with brown hair and brown eyes, when he immigrated to the United States, after leaving his mother's home in Kremenets, Volyn Guberniya, Poland. He departed August 10, 1911 from Rotterdam, Netherlands traveling aboard the SS Volturno and arrived August 20, 1911 in Halifax, Nova Scotia, Canada.[1] He entered the United States August 22, 1911 at Saint Albans, Vermont and continued to join his brother Max Quateman at 1451 North Leavitt Street in Chicago, Cook, Illinois, United States.[2]

Woolf's first attempt to become a naturalized United States citizen was dismissed January 26, 1923 and his second attempt was denied June 1, 1932. He lived at 3425 Shakespeare Avenue in Chicago, Cook, Illinois, United States when he became a citizen September 6, 1938 and the court changed his name to William Leon Quateman.[3]

William married Sima Unknown,[citation needed] probably before 1924 (when their first known child was born) and they had at least two children (see Research Notes).

William died October 27, 1946 in Chicago, Cook, Illinois, United States. He was buried in Gate 249-252 of the Ostrer-Rayoner Aid Society section of the Waldheim Jewish Cemetery in Forest Park, Cook, Illinois, United States.[4]
