Herbert was born in 1891. He was the son of Henry Howse & Eliza Jane Potts, and was born on 28 August 1891 and baptised on 4 October 1891 in Glossop, Derbyshire, England. ^{[1] [2]}

In the 1911 census Herbert (age 20), Cutterman Paper Works, was the single son of Henry Howse in Glossop, Derbyshire, England.^[3]

Herbert's marriage to Jessie Yates was registered in 1911 in Charlesworth, Independent Chapel, Derbyshire, England.^{[4] [5]}

In the 1921 census Herbert (age 29), Cutter Man At Paper Mill, was the married head of household at 2, Padfield Gate, Glossop, Derbyshire, England.^[6]
