SENATE CONCURRENT RESOLUTION "URGING THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO NAME THE DEPARTMENT OF FINANCE AND ADMINISTRATION BUILDING AT 1509 WEST SEVENTH STREET THE SMITH-STORY12 HOGAN BUILDING IN HONOR AND MEMORY OF HONORABLE WILLIAM J. SMITH, MR. FRANK STORY, AND MR. JULIAN HOGAN."

Subtitle "URGING THE DEPARTMENT OF FINANCE AND ADMDINISTRATION TO NAME THE DFA BUILDING AT 1509 WEST 7TH STREET THE SMITH-STORY20 HOGAN BUILDING IN HONOR AND MEMORY OF HONORABLE WILLIAM J. SMITH, MR. FRANK STORY, AND MR. JULIAN HOGAN."


WHEREAS, the Honorable William J. Smith is a distinguished Arkansas lawyer and jurist, was legal advisor to several Arkansas governors, and served as an Associate Justice of the Arkansas Supreme Court; the late Mr. Frank Story was Secretary of the State Board of Finance for many years; and the late Mr. Julian Hogan was Director of the Office of Budget and Preaudit of the State Comptroller’s Office and one of the leading fiscal authorities in state government for many years; and WHEREAS, Judge Smith, Mr. Story, and Mr. Hogan were the architects of the Arkansas Revenue Stabilization Law which was enacted in 1945 during the administration of Governor Ben Laney; and WHEREAS, the Revenue Stabilization Law is a unique financial tool As Engrossed: H3/24/99 SCR28 2 0309990901.JMB476 designed to assure that state spending is consistent with state revenue collections, and it has in the past and continues to successfully accomplish that admirable purpose; and WHEREAS, it is most appropriate that the Department of Finance and Administration Building at 1509 West Seventh Street be named the Smith-Story- Hogan Building, in honor of the Honorable William J. Smith, and in memory of Mr. Frank Story, and Mr. Julian Hogan,

NOW THEREFORE, BE IT RESOLVED BY THE SENATE OF THE EIGHTY-SECOND GENERAL ASSEMBLY OF THE STATE OF ARKANSAS, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN:

The General Assembly hereby urges the Department of Finance and Administration to name the Department of Finance and Administration Building at 1509 West Seventh Street the Smith-Story-Hogan Building, and to cause appropriate signs to be installed on the building to display that name.

BE IT FURTHER RESOLVED that upon adoption of this Resolution, the Secretary of the Senate shall transmit a copy hereof to the Director of the Department of Finance and Administration.
