James was born 30 October 1917 in Clayton, Pushmataha, Oklahoma, United States. He was the son of William Haymes and Bertie Bishop.

In the 1920 census James (age 2) was the grandson of Joseph A Bishop in Tuskahoma, Pushmataha, Oklahoma.[1]
