Harriet was born about 1852 based on her marriage date and in Pennsylvania according to the 1870 U.S. Census. She married Rosanden Franklin Rowley 28 Mar 1868. They had two known children:

- Mary E Rowley (Rowlee) b. 30 Apr 1875
They divorced Aug 1879 and she died before 1880 in Chemung County, New York.
