Charles was born on 21 August 1846 in Central Chebogue, Yarmouth, Nova Scotia. He was the son of Harvey and Mary (Pinkney) Harvey.^[1]

He died on 12 October 1864 and was buried at Town Point Cemetery, Central Chebogue, Yarmouth, Nova Scotia.^[1]
