Arthur was born in 1842. Arthur enlisted in Company D of the 103rd OVI on 6 Aug 1862 as a Private. He was promoted to Corporal on 1 Jan 1864 and then to Sergeant on 21 May 1864. He mustered out with the company on 12 Jun 1864. Arthur married Mary Wilbur on 28 May 1872 in Geauga County, Ohio. Arthur was a Laborer and Carpenter by trade. According to the 1890 U.S. Veterans Census record, Arthur suffered from hearling loss in his left ear. He passed away in 1935.
