Eugene Legare Eastmoore was born on 22 May 1929 in Jacksonville, Duval, Florida, United States, son of Theodore Harold Eastmoore (1888 - 1974) and Harriet Estelle (Manning) Eastmoore (1896 - 1988).

He married Jeanine Herrington (1929 - 2008) on 8 Jun 1952 in Putnam County, Florida, United States.^[1]

He later married Dorinda Burris after Jeanine's death.

Eugene received his BA and Law degrees from the University of Florida. After graduation he served for two years in the US Army in Korea. After Korea he joined the Coast Guard for a total of 30 years as a member of the military. He retired as a "Full Bird" Colonel according to his obituary.

He began his law career in 1954 as a solo practitioner in Palatka, Florida, later becoming the City Attorney for Palatka. He was elected as a Circuit Judge of the Seventh Judicial Circuit of Florida in 1973 and served as a judge full-time until partial retirement in 1990.

Some of his distinctions include: Chief Judge of the Seventh Judicial Circuit, Chair of the Conference of Circuit Judges, he served as Kiwanis President and Lt. Governor, and he served as a Director of the Rodeheaver Boys Ranch.

Eugene died on 8 Jul 2015 in Palatka, Putnam, Florida aged 86.^{[2] [3]}
