Alexander was born in 1892. He was Bailiff in the Channel Islands during the German Occupation. He refused to ratify the registration of the eighth German order requiring the wearing of a yellow star for Jewish residents as a "measure too far."

He was later knighted and made a life peer.
He passed away in 1973.
