William was born in 1890. He was the son of William Chandler and Lilian Porter.

1918 he received the Navy Cross for Valor as Commanding Officer of the U.S.S. MacDonough.
1941 was commander of the Navy cruiser the U.S.S. Northampton based at Pearl Harbor. The ship and her crew were out to sea when the Japanese arrived and thus she escaped all damage.
He passed away in 1977.
