Levi was born 2 October 1916 in Gwinnett County, Georgia. He was the son of Levi H. Carter and Dora A Montgomery.

Levi was a B-17 waist gunner with the 335th Bomber Squadron of the 95th Bomber Group based at Horham Airfield in Suffolk, England. He flew at 25 missions with several crews. He was awarded the Distinguished Flying Cross and a bronze oak leaf cluster to the cross.^[1]

He married Ruth Lee (no details other than obituary found so far)

He was killed 12 December 1968 in Fulton County, Georgia when his employer mistook him for a burglar.^[2][3][4]
