Fred Lee Bowers was born on October 18, 1891, in Obion, Tennessee, United States. He was the son of Erasmus L Bowers (1864–1952) and Minnie Cora Crittendon (1866–1957).

Fred served in the US Army during World War I. He served from 25 June 1918 until 30 May 1919. He shipped out for France on 23 August 1918 aboard the Cardiganshire and served in France with the 28th Division.
