Philip John Bourque was born on Aug 16, 1922 in Holyoke, Massachusetts, USA, son of Levi Henry Bourque and Marie Arzelia Emma Tremblay. His mother was a Canadian from Québec and a first language french speaker with deep Acadian roots. Doubtless she gave him his french name.[1] [2]. He was originally named Philippe Jean Bourque.[3][4]. He was born at home.
His family lived in Holyoke in 1930, Phil was 7.[5]. His family moved in 1935 and was there in 1940.[6]
His first paying job was a paper route in Holyoke. Then in 1941-1943 he worked in the Trust dept of a bank for $10 per week starting pay. His father had died relatively young of a heart attack while they were out for a Sunday drive. The family had been fairly well off due to his fathers business but after he was gone, and the war had started, times were more difficult.
From 1943-1946 he was U.S. Army Air Corps weather forecaster.[7] He did basic training in Miami Beach and then the weather school at Chanrite Field, IL . Philip's first assignment was in Abilene Texas , working the night shift for weather and classes at Hardin Simmons University about one year, Sam Bloom influenced him. During the 2nd semester he rented a room and did double shifts at the base, took Spanish classes and then asked for an overseas assignment. Phil flew weather missions in the Philippines scouting for storms that might affect upcoming bombing missions there.
After the war, he went to college and received his B.A. Economics at UMass 1949 (delayed due to service in WWII). After graduation he worked in tobaco fields summer 1949 for 25 cents/hour. Back to college, he received an MA at the University of Pennsylvania in 1950 (Wharton) and a PhD University of Pennsylvania in 1956 (Wharton) economics.
Phil married Dorothea Lohmann in 1949, just after graduating with his college degree.
After receiving his Masters Degree he taught at Lehigh University and lived in Allentown Pa where his first two children were born. He then moved to Seattle an took a Professorship in Business Economics at the University of Washington. He and Dorothea build a house in Lake Forest Park where they raised their five daughters.
He taught primarily in the graduate programs at the University, teaching Business Economics. He developed the first Input-Output Model for the State of Washington in the 1970's, building on the work of Wassily Leontief. Bob Summers (economist at University of Pennsylvania and father of Larry Summers, economist) and his wife were personal friends. Phil developed a quarterly Journal of economics about the state of Washington during the 1980's. He retired in the early 1990's as Professor Emeritus. Even then he still loved economics, watched Wall Street Week with Luis Rukeyser regularly.
On June 29, 1999, Phil and Dorothea were divorced.[8]. As a result of a stroke during heart surgery, Phil went to living in a nursing home in Mercer Island.
Philip died on Dec 28, 2002 in Mercer Island, Washington, USA, aged 80.[9]
