Charles was born 21 November 1918 in Oakland, California.[1] He was the son of Charles N. Bley and Emily Ivy Galway.

Charles was the pilot of the B-24 Liberator bomber, Little Isadore, #42-40203, participating in Operation Tidal Wave the low-level attack on the Romanian oil refineries at Ploesti on 1 August 1943. He was awarded the Distinguished Flying Cross for the mission.

He passed away 2 March 1944 in an aircraft training accident approximately 20 miles from the base on Casper, Wyoming.[2]
