Julie was born in 1956, in Lobethal, South Australia, Australia, the daughter of Douglas Alan Bishop, a returned soldier, and his wife Isabel Mary Wilson.
Prior to entering politics, Julie attended Harvard University, where she earned her AMP, and the University of Adelaide, where she earned her LLB, She worked as a Barrister and solicitor for 19 years, from 1979 until 1998.
After entering politics she was a delegate to the 1998 constitutional convention, and served as the Member of Parliament (MP) for Curtin (in Perth's western suburbs) from 1998 to 2019, and Minister for Women from 2006 to 2007, deputy leader of the Liberal Party from 2007 to 2018 (the first woman to hold the position), and Minister for Foreign Affairs from 2013 to 2018. She has been the chancellor of the Australian National University since January 2020 (the first woman to be in this position).
She does not have children, although was married once, and in more than one serious relationship. On the subject of children, she is quoted as saying that she feels "incredibly lucky that I've had the kind of career that is so consuming that I don't feel I have a void in my life".
