Samuel was born in 1847. He was the son of James Bailey and Mary Price. He passed away in 1929.
Samuel Bailey was a farmer until 1880 when he went to work for the next decade as a Civil Engineer for the railroads. He served as Justice of the Peace, was Postmaster in Beverly, Ohio under President McKinley, and in 1895 was elected Mayor of Beverly.
