Frank was born in 1894 to Charles William Arbuckle and Inez May Miller. After was a bit of "incorrigible boy" and was raised by his grandmother in Canton, Ks after his parents hit their wits end. She seems to have turned him around. His grandmother was Lucy Ivy(unclear whether this is a middle name or maiden name) born in Mississippi who married David Arbuckle in 1864. Frank was talented in both athletics and the fine arts.
In WWI, he originally enlisted in Company I of the 3rd Kansas Infantry of the national guard, but was transferred to Co. F in the 137 after completing officer training school. His grandmother died while he was training prior to leaving for France. He also married Puella Grace Ginder on Jan 1, 1918 in Marion, KS. After being gassed, he was sent home to run Student Army Training Corp S.A.T.C. (a precursor to ROTC) at Fairmont until his discharge.
Immediately after the war he was the basketball coach and athletic director at Friends University in Wichita. His son Frank Wayne Arbuckle was born in Wichita, 9 Aug 1919, Frank soon moved to Kansas City to study art. By 1930, he moved to California.
