William was born in Lancaster County, Pennsylvania, he moved to Berks County in the early 1800s, and became involved in local politics for over 30 years. [1] His elected and appointed positions included county auditor (1813 to 1814), as a member of the county commission (1814 to 1817), and associate county justice (1839 to 1842). [1]

US Congressman. Twice elected as a Jacksonian Democrat to represent Pennsylvania's 7th District in the United States House of Representatives, he served from 1825 to 1829. From 1822 to 1824 he served in the Pennsylvania State House of Representatives. [1]

Concerned with the welfare of the physically challenged, he was on the commission for the Deaf and Blind Institution for the states of New York and Ohio during the 1830s. [1] He also served as a Captain of the Reading City Troop militia unit. [1] After 1842 he retired from politics, and devoted himself to agricultural pursuits. [1] He died in Spring Township, Pennsylvania. [1] [2]

A veteran of the War of 1812, he served in the Army. [3]

He was buried in St. John's Church Cemetery, Sinking Springs, Pennsylvania. [4]
