Given her last name, and her presence in the household in 1880, I suspect Julia is also related to Hagar Wilburn. And she is likely also related to Elis Wilburn. He is not present in the 1870 census, which might mean his listed birthdate is wrong, he's a cousin instead of a brother, or that the 1870 census doesn't match this person, even though it seems to.
