Prior to entering politics Johns was a railroad conductor and insurance agent from Starke in Bradford County. He was elected to the state senate in 1947 and elected by his peers as President of the Senate in April 1953. Following Florida law, he became acting governor in September of 1953 upon the death of Gov. McCarty. He ran in the special election of 1954 for a term in his own right but lost the nomination to fellow democrat LeRoy Collins.
While in the state senate, Johns chaired the committee investigating communists, homosexuals, and civil rights advocates in the state university system. This resulted in the resignation of over 100 deans and faculty, and at caused it least one suicide attempt,
During his term as acting governor he eliminated tolls on the Overseas Highway (US 1) between Miami and Key West.
