Hal Rodger Cullen was born on 13 December 1935, at New Zealand.^[1] He was the son of John Robertson Cullen (1895-1956) and Elizabeth Douglas Maslin (1903-1986).

Hal married Dorothy Joyce Argyle. They had six children.

He passed away on 7 September 2001, at New Zealand.^[2] Hal was buried at Mataura Cemetery, Mataura, Southland, New Zealand.^[3]
