His mother's last name per these records was Higgins, suggesting his mother and father weren't married (can't find marriage records either).
William Coghlan is listed as a plasterer in the 1841 census, living at Lower Pithay, Bristol, the Parish of St James with his wife Margaret (seamstress) and children Sarah 11, Hannah 6 and William 3.
By the 1851 census, he is living at 1 Alfred Place Bristol Parish of St John the Baptist, with Margaret and children William, Margaret, Elizabeth, Catherine and Thomas. Hannah, who would have been only 16, is not listed as living there anymore. [1]
By the 1861 census, Thomas, the 3 month old baby, is no longer listed there but Richard Patrick is 10. They are now living at 8 St James Crt Bristol. He died at age 57 in Bristol.
