Fay was born on 13 July 1929 in Fort Wayne, Allen, Indiana, United States. She was the daughter of David John White and Cleta Marguerite Hixon. ^[1]

In the 1930 census Fay (age 8 months) was the daughter of David J White in Cleveland (Districts 251-500), Cuyahoga, Ohio, United States.^[2]

In 1935 according to 1940 census Fay (age about 5) was living in Fort Wayne, Indiana. ^[3]

Fay attended Frankfort High School in Franktort, Cliton County, Indiana, and Purdue University in West Lafayette, Tippecanoe County, Indiana.
