William was born about 1827. He married Sarah Hincks in Kilculliheen, Wat, Ireland, 1857. He is the son of Harvey Welman and Mary Collins.

• NOTE - all Census Records show birthplace as Kent, England. There is birth registration record on NSW BDM #142/1837 V1837142 12 (William H D R Welman. Father - Harvey. Mother - Mary). An Ancestry member who has viewed the record submitted a correction for a transcription error for the birth year which should read 1827. She also provided additional information that William's full name was William Henry Dowling Reeves Welman. Born - 22 October 1827. Baptised - 1 April 1828, Parish of St Phillip's Sydney. **It's possible he was born in England and Baptised in Australia.
