Clement Mullins was born around 1750 in Franklin County (old Bute County), North Carolina. He was married to Anna Hunt. As shown by his application for pension, Clement Mullins was a resident of Franklin County when in 1776 he served under Capt. Goodloe, Col. Long's Regiment, in the Revolutionary War. Clement Mullins was a resident of Copiah County, Mississippi (his place of residence at the time of his death) when he applied for a pension.

Clement Mullins probably moved from North Carolina in the 1780's. He sold land in Franklin County in 1783. His son James was born in South Carolina in 1785; his son Hardy was born in Georgia in 1788. The children of Clement and Anna Hunt Mullins are: James, born 1785, who married Temperance Seale; Thomas Mullins (not proved), probably born in 1780's, who married first to Ruthey Cohron; Hardy Mullins, born 1788, who first married Elizabeth Douglass and second married Mary E. Sexton; Clement Mullins, Jr.; and William Mullins, born 1795, who first married Margaret Parkman and second married Sallie Granberry. Elias Mullins, who appears in close proximity to the family of Clement Mullins in Georgia and Mississippi, may have been a son or nephew of Clement.

Clement Mullins received bounty land in Washington County, Georgia, for his Revolutionary War service. In 1794 and 1797, Clement Mullins sold land in Hancock County, Georgia. In 1804, Clement Mullins of Baldwin County sold land. Deeds and census records show that Clement Mullins and several of his sons were in Jones County, Georgia, in the early 1800's.

By 1820, Clement had moved to Lawrence County, Mississippi. However, his sons, James Mullins, Thomas Mullins (not a proven son; see evidence below), and Hardy Mullins, were still listed in the 1820 census of Jones County, Georgia.

Clement, and Nathaniel (both of them in their sixties), left Georgia and traveled to Mississippi Territory with their wives. They found land in what was then Lawrence County, Mississippi. Several of Clement’s sons and a daughter followed their father to Mississippi after 1820. Several of Nathaniel’s children also sold their property in Georgia and moved their families to Mississippi. Of Clement’s six known sons, three (James, Hardy and William N) moved to join their father in Mississippi. At least two of them were married and when James moved to Mississippi he already had at least five children. A sister, Selena, came with them. She was single when she came to Mississippi. She married Robert Woods in 1829.

One of the sons of Clement Mullins, Hardy Mullins, became a Methodist preacher and another, William Norvell Mullins, became a Baptist preacher. All of the sons of Clement were farmers and in 1840 they all owned slaves. James owned 6 slaves, William 6 and Hardy 5.

Clement Mullins moved to Copiah County, Mississippi, where he died in 1834. His wife died the same year.
