Thomas Charters or Charter was born in about 1798 in the parish of Torpenhow, Cumberland.

Thomas married Sarah Robinson on 10 Nov 1821 at Isel, Cumberland.

In 1841, he was working as an agricultural labourer and living at Aughatree, Uldale with his wife and four children. His mother-in-law Isabella Robinson was also living in the household.

In 1851, he was working as an agricultural labourer and living at Gill, Boltons with his wife and three children.
