William was born about 1824 in Lancaster District, South Carolina, the eldest known child of John Caskey and Margaret McGowen. He moved with his family to Alabama in the 1830s, and about 1848 or 1849, they moved on to Union Parish, Louisiana. His parents settled on a farm in northern Union Parish near the Arkansas state line, in the community known as Union Cross Roads. The area later became known as Oakland.
About 1849, either in Alabama or after his arrival in Louisiana, he married Sarah, born about 1829 in North Carolina. William and Sarah settled near the parish seat of Farmerville, where in 1860, he worked as a "Ferryman."
William H. Caskey enlisted as a private in Company I, 12th Regiment Louisiana Infantry on 29 August 1861 in Union Parish, Louisiana. He was present for duty at all times between late 1861 and mid-1864. On 15 June 1864, during an engagement with Union forces near Marietta, Georgia, Caskey was "Killed in battle by a minnie ball."
