Sir Stanley 'Stan' Carver OBE was an Australian public servant who worked as a statistician and economist. He became Australia's first Commonwealth Statistician.
Stanley 'Stan' Roy Carver was born on 7th February 1897 in Goulburn, New South Wales (Australia). He was the third child and eldest son of Arthur Carver, a hairdresser, and Martha Studman, both native-born. [1] The family normally resided in Warren, New South Wales and returned there shortly after Stan's birth. [2]
After graduating from Newcastle High School, on 6th April 1916 Stan joined the New South Wales Department of Public Instruction as a clerk. That year he enrolled as an evening student at the University of Sydney where he studied English and economics, graduating with a Bachelor of Arts (BA) degree in 1921.
On 18th May 1918, Stan enlisted in the Australian Imperial Force. [3] He embarked with other reinforcements for Europe at Sydney on 4th September aboard HMAT Bakara A41. [4] He served briefly in France after the Armistice with the 23rd Depot Unit of Supply, before returning home 11th May 1919 and being demobilised on 5th September 1919. [3]
In February 1920 he was appointed compiler, first grade, in the State Bureau of Statistics and Registry of Friendly Societies and Trade Unions.
Stan married Fanny Horberry on 25th November 1922 in the Methodist (now Uniting) Church, Eastwood. [5]
Promoted assistant government statistician (in the renamed Bureau of Statistics and Economics) in 1933. On 5th August 1938 Stan was appointed government statistician. After World War II began, he held the additional (Federal) responsibility of acting-deputy prices commissioner in New South Wales. In 1940, while retaining his State position, he was selected to perform the duties of Commonwealth statistician in the absence of (Sir) Roland Wilson. The arrangement continued until 1946, was resumed in 1948 and was formalised in March 1951 with his appointment as acting Commonwealth statistician. With persistence and tact, Stan convinced the separate State offices to unite with the Commonwealth. After the Statistics (Arrangements with States) Act was passed in 1956, agreements were reached with individual States for an integrated statistical service under Stan who was confirmed as Commonwealth statistician on 20th August 1957. Stan was appointed Officer of the Order of the British Empire (OBE) in the Queen's Birthday Honours 1954 in recognition of his service as Acting Commonwealth Statistician. [7] On 1st June 1962, he was created Knight Bachelor as Commonwealth Statistician. [8] Stan retired from both his Commonwealth and State posts on 6th February that year. The Statistical Society of Australia made him an honorary life member in 1966.
Aged seventy years, he passed away of acute pulmonary oedema on 22nd July 1967 in Ryde, New South Wales. [9] He was survived by his wife, son and daughter.
