He was the son of Ralph Emerson Wynkoop and Eva Belle (Purdy) Wynkoop. He graduated from Traverse City High School, class of 1937.

Wynkoop was the co-pilot of B-25 bomber #2853 with the 9th Air Force, 12th Bombardment Group, 81st Bombardment Squadron. They were part of a nine plane group that took off from Deversoir air drome in Egypt on a nightime mission to bomb enemy ships in the harbor of Tobruk Libya. Wynkoop's plane was seen to go down over the target area, presumably hit by anti-aircraft fire. None of the crew survived, and their bodies were not recovered, so they are listed on the Wall of the Missing.
