James was born in 1888. He was the son of the Right Reverend Lennox Williams, D.D., Bishop of Quebec and Caroline Annie (nee Rhodes) of Bishopthorpe, Quebec.
Husband of Evelyn Meredith.
Lt. Williams held a Bachelor of Arts from Oxford University.
He enlisted on 20 Sept 1915 in St. Joseph de Lévis, Québec, and was sent overseas. He served in the Canadian Infantry (Manitoba Regiment), 87th Bn. He was killed in action on 18 Nov 1916, at the Battle of the Somme, and was buried in the Bapaume Post Military Cemetery, Albert, Departement de la Somme, Picardie, France PLOT I. I. 1.
