Harvey M. Williams was born 4 February 1827 in Georgia, son of Elihu Williams Elihu Williams and Lucinda Owens Williams Lucinda Owens Williams.

Harvey M. Williams married Mary Ann Bryan before 1850. A marriage record has not been located. The marriage records for Walker Co., Ga. prior to 1883 were destroyed in a fire in 1883.
