William was born in 1839 in Towersey, Buckinghamshire, England. He was the son of Joseph Williams and Sarah (King) Williams.

In 1911, William was widowed and living in Swindon with his daughter Elizabeth Sarah, her husband, James Higg, and their 15-year-old son.[1]
