Charles was born on 29 August 1728 and baptised on 8 September; his parents were the Honourable William and Henrietta Townshend. The baptism was recorded in the East Raynham parish register, but a note suggests he was baptised at Twickenham. [1]

He was the Member of Parliament for Great Yarmouth for two spells, 1756-84 and 1790-6.[2]
He died in 1810.[2]
Lord Bayning married Annabella Smith-Powlett, daughter of Reverend Richard Smith and Annabella Powlett, in 1777. He died in May 1810, aged 81, and was succeeded in the barony by his eldest son Charles. Lady Bayning died in 1825.
