Otis was born in 1907, the 3rd of 11 children to William Marion Spires and Alice Jane Towns. His siblings were: Fred Eugene, Infant Boy, Eula Mae, Norman Jackson, Willie Maud, Lester, Myrtle Jeanette, Doris, Ruth Pearl, and Lucille.
He married in 1928 to his second cousin once removed, Bertha Mae Spires, daughter of Henry Robert Spires and Rosa Gertrude Jones. He was about 20 years old. They had at least 4 children together:
