William was born in 1733. He was the son of Richard Spicer.
He was a very successful glover and purchased Weare House/Park near Topsham in 1760 and was briefly an MP for Exeter in 1767-68, and also High Sheriff of Devon 1764-65.
He married Elizabeth Baring, nee Parker, in 1763, with whom he had a large family. Unlike her first husband he survived their wedding night!
He passed away in 1788, and was buried in the family vault in Topsham church. There is/ was a memorial plaque nearby, placed there by his son Francis WIlliam.
