Joseph Venziles Rowley and his twin sister Nancy Elizabeth were born on June 26, 1867, in Jackson, West Virginia. He was the son of Grovenor Rowley and Mary Ann Rardin. He married Lacy Clark King on April 26, 1893, in his hometown. They had four children during their marriage Edna Alice 1894–1995; Homer King Rowley 1896–1981; Grosvenor Eugene Rowley 1900–1990; Laura Viola Rowley 1903–1999. He died on July 15, 1960, in Miami, Florida, at the age of 93, and was buried in Shinnston, West Virginia.
