WIlhelm Pieper wurde 1861 in Westfalen geboren und machte eine Ausbildung im Stadtdienst. Die Stellung als Stadtsekretär brachte ihn zunächst 1894 nach Landsberg an der Warthe. 1895 wurde er Bürgermeister von Pillau in Ostpreußen und 1897 trat er den Bürgermeisterposten in Rastenburg in Ostpreußen an. Dort blieb er dann bis zum Ende seines Berufslebens.
Während seiner Zeit als Bürgermeister wuchs die Stadt stark. Das lag auch an der Entsendung verschiedener Armeeregimenter nach Rastenburg. Zur Unterbringung mussten Kasernen gebaut werden. Aber auch das Schulwesen musste verbessert werden. Die Mädchenschule wurde zu einem Lyceum und weitere Schulen nach Rastenburg verlegt. Trotz des schnellen Wachstums der Stadt verfiel er bei ihrer Entwicklung nicht in Hektik.
Während der Besetzung durch russische Truppen im ersten Weltkrieg blieb Wilhelm Pieper im Amt und schaffte es, die Forderungen der Armee und die Bedürfnisse der eigenen Bevölkerung einigermaßen auszubalancieren. Trotzdem nahmen ihn die Russen zeitweise gefangen und drohten ihm mit dem Tod. 1917 bekam Rastenburg einen Zweiten Bürgermeister, der Wilhelm seitdem unterstützte. 1921 schied er aus seinem Amt aus und starb im September 1922.

Wilhelm Pieper was born in 1861 in Westphalia and got an education in urban administration. In 1894 he turned secretary of the town Landsberg an der Warthe. Only a year later he became mayor in Pillau, East Prussia. From there he moved to Rastenburg in East Prussia, where he stayed mayor for 24 years until he retired.
During his time as mayor the town grew considerably, partly because some army regiments were moved to Rastenburg. Barracks had to be built, the local school system had to be improved. Despite the fast growth, Wilhelm didn't rush the urban development.
During the Russian occupation in the Great War, he stayed mayor and found a reasonable balance between the needs of his population and the demands of the occupators. Nonetheless, the Russians captured him for a time and threatened his life. In 1917, Rastenburg got a second mayor who supported him. In 1921, Wilhelm retired and died in September 1922.
