Born to Larry Perreira and Jewel Elaine Jackson in Victoria, Texas. Larry was in the Air Force stationed at or near Corpus Christi, TX at the time.

The family moved back to California where Larry was born and raised - Livingston on a class B Dairy To Jose Toste Parreira and Alice Amelia Gomes Parreira.

He married Connie Mae Welker on February 7, 1976 in Aiea, Oahu, Hawaii.

Bill attended Winton Elementary, St Jude Parochial School, and Livingston High School, Merced Junior College, and Union College. He attended two years of law school but decided not to pursue it.

Bill served in the United States Navy Submarine service and the Navy Regional Medical Center, San Diego as a hospital Corpsman. After discharge he served in the California Army National Guard adn served as a volunteer firefighter/EMT for the Livingston City and Merced County Fire Departments. He worked for Riggs Ambulance out of Merced adn was a participant in the State of California's EMT II Pilot Program as an Advanced Cardiac Support Technician.

Bill later became a Reserve Police Officer with the City of Atwater, California then became a full time Police Officer with the City of Durango, Colorado achieving the status of Detective before leaving the department to go back to college where he earned a Bachelor's Degree in Theology.

He worked as a pastor for several years before moving to Child Abuse Investigations for the State of Nebraska and eventually as a Chaplain for the State of Nebraska's Lincoln State Penitentiary.

He then returned to California and took a job as a defense Investigator for the Tuolumne County Public Defender's Office from which he retired after 21 years.
