James Chesterfield O'Neal was born on April 13, 1821 in North Carolina, United States.
Chester (22) married Peninah Bolen (23) (born on March 24, 1820 in Randolph, North Carolina; daughter of Isaac Bolen and Mary (Coltrane) Bolen) in 1844 in Carroll County, Virginia. Their daughter was Sena Emily O'Neal (1847–1918).
