Shelby Monroe Neel was born on 30 June 1921 in Melbourne, Izard, Arkansas, United States, son of Levi Neel and Myrtle Alma Adkisson. ^[1][2]

Shelby was in a military record on 11 September 1942 in Little Rock, Arkansas.^[3]

He married Virgie Gulley nee Copeland on 9 September 1955.^[4]

Shelby died in March 1973 residing in Izard, Arkansas. They were 52 years old.^[5] He was buried in Melbourne, Izard, Arkansas.^[6]
