Betty Annette Morgan was born on June 23, 1964 in the Charleston Naval Hospital in Charleston, South Carolina. The seventh of eight children, she was born with an eye defect that left her immobile for several months. Once her eyesight was restored by surgery, she became very mobile. At the age of seven, she confiscated her brother's banana seat bike and rode around the front yard for about seven hours until she learned to stay on the bike by herself. At the age of nine, Fay Ann Bechtler Morgan (Betty's mother) passed away from a stroke due to high blood pressure. Geraldlee Maurice Hudson and Edith Adella Shirah Hudson adopted Betty soon after Fay's death moving her from John's Island, South Carolina, to North Charleston, South Carolina where Betty graduated from North Charleston High School in 1982. Soon after Betty met her husband Ronald Fox at a skating rink. After their marriage and after Ron got out of the Navy, the couple moved to Puyallup, Washington.
