William was born in 1866 in the parish of Trinity in Chester, Cheshire, England. He is the son of John Patrick McHugh.
He married Catherine Taylor on September 14, 1902 at Christ Church, Hoxton, Middlesex, England. He stated that he was 37 years old (he was actually younger), a bachelor and his father John Patrick McHugh, tailor, was deceased. She was 27 years old, a spinster and her father James Taylor, labourer, was deceased. Both bride and groom resided at 235 New North Rd. and witnesses were John McHugh and Alice Bennett.[1][2]
William, a tailor, he had been in the National Reserve 1st Battalion Manchester Regiment prior to enlisting in the British Army Labour Corps in Birkenhead, Cheshire on August 24, 1914, He was discharged on October 10, 1917 as no longer physically fit for war service and address was listed as 23 Common Hall Street in Chester.

William died at age 56 on January 7, 1922 in Chester, Cheshire and was buried there in Overleigh Old Cemetery.[4][5]
